When scientists are testing drugs on animals, they try to find animals that will respond to some extent like humans. So they tend to use other mammals. However, it is now possible to grow tissues and use that for drug testing rather than using animals. Even after that human tests are still needed.

All world health bodies have similar requirements, for animal testing, prior to humans. This would normally be a rodent species and a higher animal, often the beagle dog.
